A quick way to make rubble at the base of buildings is to take sprues from various kits, and chop them up with a pair of dykes into bits about 1/4" in length. Head down to your local thrift store and pick up a $5 blender. Add bits to blender and liquify them for a minute. This gives them a more damaged look. I found that it helps to add water to keep them from flying to the top of the blender and not getting marked up by the blades. Empty them onto a cookie sheet to dry and glue them to the base of your buildings. You can add stuff like bolters and shoulder pads to give it a more 40kish look. Primer them and a little paint and it looks like a pile of rubble.
