A Time of War/Mechwarrior

I have a player at home wanting to improve upon basic weapons in the book. I see the Technician skill as being able to engineer the design or re-design. But what kind of limit's should i consider in the improvement of a current weapon?

where should i make it difficult, or very difficult, etc. has anyone crossed this barrier before within this system?
