Can a IC with saga of the hunter take terminator armor? The wording says Power Armor not equipped with with the jump pack or bike, im pretty sure the answer is no....

That would be neat! But the rule has 3 stipulations and the first one being the model must be in power armor, and the other 2 stipulations you mentioned already.
