I haven't seen any official ruling on this, my google fo must not be too strong.

Ok so here's the thing. Webway portal has a model released by games workshop that is a half-sphere 3" diameter and 1.5" radius (tall).
http://www.games-workshop.com/gws/catalog/productDetail.jsp?prodId=prod900174a&setLocale=en_AU

The codex says place a small blast marker or something similar. Webways were a limited run and are very hard to find now, also expensive.

Using the portals is a huge investment for your army, not only in points, but in how you purchase equipment and what you get. The issue is some people say that you can place a skimmer or a jump infantry on it and it is disabled due to the moving within 1" of an enemy model rule.

The portal is impassible terrain, so yes you can sit a skimmer or jump infantry on it if you can balance it. Most people can balance it and due to wobbly model we can assume it is there, no arguement there, even if its a half sphere, still possible.

Now the movement rules say you can't move within 1" of an enemy model, also good. On the movement page it says you measure from base to base, meaning that if the jump infantry is sitting 1.5 inches up on top of the webway, he's 1.5 inches away, instead of .1 inches away from a model's helmet coming out. Also in the skimmer rules for measuring distances it says you measure from the hull, again the model is sitting on a portal that is at least 1.5" tall meaning at its closest point its at least 1.5" away.

Discussion, comments, other rulings?

In my opinion, this solves the cheezyness of a cheap model disabling an entire armies tactics. The issue with me is do you use the GW model for Webway and have this be legal or do you use the small blast template or similar marker.

Is this the rule at Jaks, SMG, GW, or all three?

Just trying to work on a list that might end up at the tournament, definitely wouldn't use this EVER if it could be disabled by such a cheezy move.

its gw's ruling you cannot place your model on top of the other players models. end of story regardless of what the measurement rule states. just like you are not supposed to touch another players models. its simply to avoid a. confusion b. broken models.
