At the time that wolves were "manipulated" to do Horus's dirty work horus was still a Warmaster and Russ's own character flaws against him as he did with a lot of primarchs difference is that Russ despite being manipulated stayed loyal instead of throwing a galaxy sized tantrum!

Russ should have known something was up when horus ordered him to do that.... I'm serious... In prospero burns he actually gives magnus a warning to evacuate the cities before hand so innocent people won't get hurt. Plus asked him to come out quietly and nothing will happen. So honestly he didn't want to do it.
